THE Minister for Transport, Dr Harrison Mwakyembe, has directed the management of Tanzania Ports Authority (TPA) to submit by next Monday a statement on how some terms were eliminated in the agreement to carry out the Single Point Mooring (SPM) installation project in the Dar es Salaam Port.
He said that he should be provided with names of those who were involved in the signing of the contract, and punitive measures will be taken against those who will be found guilty.
The terms which were deliberately omitted by the said officials in the contract would have allowed the UAE-based Leighton Offshore Contractor to provide a two-year after sale services for the maintenance and sustainability of SPM project which facilitates the offloading of crude oil at the port upon arrival from abroad.
However, the company had completed the project in November 2012 and the project was left in suspense without any support from the suppliers. Dr Mwakyembe was speaking in Dar es Salaam yesterday during a tour at the TPA headquarters with three other ministers, Dr William Mgimwa (Finance), Dr Abdallah Kigoda (Industry and Trade) and George Simbachawene (Deputy Minister for Energy and Minerals).
“The statement should be addressed to all four visiting ministers for action against those involved to sabotage the contract,” Dr Mwakyembe said. The minister further directed the TPA to return the second scanner which was taken to Tanga Port hence posing challenge for the quick cargo clearance.
TPA Acting Director General, Mr Madeni Kipande, said the Authority has incurred unnecessary costs to raise 3 million US dollar for the maintenance and service of the SPM despite the costs being covered by the contract.
The Acting DG also advised the government to invest heavily in railway infrastructures largely those heading to the Great Lakes region to facilitate the port services, saying the port depends greatly on railway to facilitate its services. Finance Minister, Dr Mgimwa further directed the TPA and Tanzania Revenue Authority to expedite the implementation of Single Window System (SWS) to avoid corruption while paying for cargo clearance at the port.
